3 years as Chief of Staff for an agency of 300+ employees.  Officer in Charge in Patrol Division.  Developed the agency's RTCC, Intelligence Officer Program, intelligence-led gun violence reduction initiatives, and implemented numerous policing tech products.  Numerous peer-reviewed publications and conference presentations.  Harvard Kennedy School Executive Leaders in State and Local Government, ASEBP Applied Criminology and Data Management Course, FBI LEEDA Trilogy.

2018 -2021

Police Sergeant

National Institute of Justice (NIJ) LEADS Scholar.  Development of agency Anti-Crime Unit, which leveraged intelligence-led policing models to target violent offenders.  SWAT Team Element Leader and Lead Medic.  Developed evidence-based crime reduction initiatives.  Implemented NIBIN program and gun crime intelligence initiatives.  Led implementation of new RMS and CAD for agency.

Patrol Officer

Crime Analyst

ATF Task Force Officer

Proactive patrol officer in urban community.  SWAT Officer and team medic.  First sworn crime analyst.  Implemented evidence-based, predictive policing technology, which contributed to significant crime reductions and strategic shift for agency.  Assigned to ATF as Task Force Officer, leveraging crime gun intelligence leading to significant numbers of prosecutions of violent offenders for violations of federal firearm laws, firearms trafficking, and violent crimes.

Having worked with Matt for over 15 years, he has always been at the forefront of technology for our agency.  Matt was responsible for bringing true analytics to the PD, embracing and implementing "hotspot" policing.  Matt's dedication to making communities safer through data and overall implemented strategies has proven effective for the City of Manchester.  His innovation and devotion to precision policing is what makes police agencies more effective and efficient.
