About the Course
This course equips law enforcement professionals with the knowledge and practical skills to apply Intelligence-Led Policing (ILP) as a core decision-making framework. Using real-world agency programs, participants will learn how to leverage analysis and intelligence to prioritize prolific offenders, repeat victims, crime hot spots, and organized groups.
Through a mix of lecture, case examples, and interactive exercises, the course covers:
The history and principles of ILP and the National Intelligence Model.
Tactical, operational, and strategic intelligence products.
Collection methods: community sources, confidential informants, OSINT, and officer-gathered intelligence.
How to leverage crime gun intelligence to reduce violence.
Translating intelligence into actionable strategies that reduce, prevent, and disrupt crime.
Organizing intelligence using frameworks like VOLTAGE.
Building agency capacity through officer-centered Intelligence Officer Programs.
By the end of this course, participants will leave with practical tools to establish or strengthen ILP practices in their own agencies, from developing intelligence products to influencing decision-makers and evaluating impact on crime and harm reduction.

Matthew Barter

Matt Barter is a current Police Lieutenant and a nationally recognized leader in evidence-based policing and public sector innovation. His nearly two-decade career includes assignments with patrol, crime analysis, the ATF Violent Crimes Task Force, Anti-Crime Unit Sergeant, Chief of Staff, Officer-in-Charge, and SWAT. Matt's current focus is on the intersection of policing, analytics, and artificial intelligence. He is a co-author of the first known randomized controlled trial evaluating police use of generative AI. Matt regularly teaches on topics related to strategic leadership, organizational change, and data-driven practices in law enforcement.
