About the Course

This course is presented in partnership with the University of Cincinnati Institute of Crime Science. The three-day training equips law enforcement professionals with the skills and tools to tackle persistent crime and disorder problems using proven problem-solving approaches. Participants will explore multiple models—such as SARA and PANDA—while learning how to identify priority problems, use data and analysis to understand root causes, and develop effective responses in partnership with the community.


Hands-on exercises will guide attendees through defining problems with tools like the CHEERS checklist, analyzing patterns with frameworks, and designing practical responses that draw on both law enforcement and community resources. The course also emphasizes evaluating results, communicating outcomes, and writing professional problem-solving reports modeled after national award-winning projects.


By the end of the course, participants will leave with a clear roadmap for applying problem-oriented policing in their own agency, supported by proven strategies, community engagement techniques, and real-world examples.

Matt Barter is a current Police Lieutenant and a nationally recognized leader in evidence-based policing and public sector innovation. His nearly two-decade career includes assignments with patrol, crime analysis, the ATF Violent Crimes Task Force, Anti-Crime Unit Sergeant, Chief of Staff, Officer-in-Charge, and SWAT. Matt's current focus is on the intersection of policing, analytics, and artificial intelligence. He is a co-author of the first known randomized controlled trial evaluating police use of generative AI. Matt regularly teaches on topics related to strategic leadership, organizational change, and data-driven practices in law enforcement.
