Course Description

Strategic Planning for Law Enforcement is a one-day course designed for police executives, command staff, and emerging leaders who want to move beyond reactive decision-making and build clear, actionable roadmaps for their agencies. Participants will learn how to connect mission and vision to daily operations, anticipate future challenges, and use data, stakeholder input, and resource assessments to craft plans that are realistic, measurable, and adaptable. This course blends proven planning frameworks with real-world policing examples so that leaders leave with practical tools they can immediately apply to guide their teams, shape policy, and deliver meaningful results for their communities.

About the Instructor.

Matt Barter is a current Police Lieutenant and a nationally recognized leader in evidence-based policing and public sector innovation. His nearly two-decade career includes assignments with patrol, crime analysis, the ATF Violent Crimes Task Force, Anti-Crime Unit Sergeant, Chief of Staff, Officer-in-Charge, and SWAT. Matt's current focus is on the intersection of policing, analytics, and artificial intelligence. He is a co-author of the first known randomized controlled trial evaluating police use of generative AI. Matt regularly teaches on topics related to strategic leadership, organizational change, and data-driven practices in law enforcement.

Police Sergeant

National Institute of Justice (NIJ) LEADS Scholar.  Development of agency Anti-Crime Unit, which leveraged intelligence-led policing models to target violent offenders.  SWAT Team Element Leader and Lead Medic.  Developed evidence-based crime reduction initiatives.  Implemented NIBIN program and gun crime intelligence initiatives.  Led implementation of new RMS and CAD for agency.

ATF Task Force Officer

Proactive patrol officer in urban community.  SWAT Officer and team medic.  First sworn crime analyst.  Implemented evidence-based, predictive policing technology, which contributed to significant crime reductions and strategic shift for agency.  Assigned to ATF as Task Force Officer, leveraging crime gun intelligence leading to significant numbers of prosecutions of violent offenders for violations of federal firearm laws, firearms trafficking, and violent crimes.
